Plot

The new Joes have arrived at a base in Utah, but they are not informed of what's going on as the paperwork hasn't caught up yet. Still, they know there's something very unusual about this base. Meanwhile, Fred VII replaces Cobra Commander when he reaches Cobra Island, but he must somehow prove that he is the person he is not before he'll be accepted.
